PC Specs:
CPU:i5 6400 2.7/3.3 ghz
mobo:h110m
ram: 2x4gb 2133
gpu:im currently using the igpu(hd 530)
HDD:WD sata 1 250gb 7200rpm 8mb chache

i saw online a lot of good games running decent on this igpu, and i played myself some at decent frame rates.I looked online for gta 5 on this igpu and most guys had around 40 fps.I have an average of 40 fps but the only difference is that i have a lot of stuttering when driving(atleast 95% of the time driving i have about 1-5 fps).Im wondering if the problem is the hdd maybe cant keep up with map loading or i dont understand.Cpu usage stayed at about 50% and gpu usage at 95%.
Sorry for bad english.

Solution
As others suggests, buy a better GPU doesn't have to be a really expensive one, and as for RAM buy another 8 GB stick, GTA after a while since Rockstar updates uses more than 4 GBs... reaching almost 9 GB usage with everything maxed out, in game along with other windows apps, 16 GB is ideal. I only had 8 GB in past and even with a really good rig the game would stutter as hell after playing for a while. Upgrading to 16 GB ended the stuttering and fps drop.

Cheers.

Your experience is more consistent with what GTA V FPS would be on the integrated GPU than Youtube videos.

While driving your making the CPU & GPU to work more because things are going faster therefore there are more things to process in a faster pace than if you were just walking. I think the same should happen to bike, airplanes, etc...

That game really isn't meant to run with an integrated GPU, you could try lowering even more your settings( resolution included ) or try to cope with the fps drops or use cheats to skip the driving missions?

im actually playing the story even with the stuttering and i dont skip.and about trying to lower the settings and resolution:i turned everything on lowest 800x600,i tryed frame scaling at 1/2 and it only boosted the fps when not driving(i had about 80 fps)and i also changed the shadows in settings.xml to 0 for no shadows in game, still the same stutter.the only thing that i observed is when i take the same path i was earlier i dont have stutter.Any way i guess you are right about this game isnt meant to be played on igpus. Thanks for help.

Well, yeah, when driving, it's putting a lot more stress on an iGPU that's not made for it. They've made great strides with integrated graphics, you can do a lot of light games and even some games that require a moderate amount of juice, but AAA titles like this are still an immense challenge.

im on budget,i got the cpu+ram+mobo combo very cheap for around 110$ from my cousin(and i tested it a lot there is nothing wrong with them) and i think i will also buy an gtx 950 from him because in my country new gpus are expensive and no one sell good video cards on used market.thanks for replies.
