GA-AX370-Gaming K5 no POST/display - mobo LED stops on memory

Problem summary: new rig, no POST display. Monitor never displays any output after powering on. Details below.


==Essential components==
Like the the title says, built a new rig and not getting any display. Here's a run down of the set-up:
- GA-AX370-Gaming K5 mobo
- CPU: AMD Ryzen 7 1700 Processor with Wraith Spire LED Cooler (YD1700BBAEBOX)
- Radeon Pro WX 5100 GPU
- Corsair LPX 32GB (2x16GB) 3200MHz C16 DDR4 DRAM Memory Kit, Black (CMK32GX4M2B3200C16)
- 1000W PSU from Corsair

Put everything together fully, CPU slipped into its socket like they were meant to be together. And, of course, they were.

At this point I've triple-checked the connections. Front panel power button is responsive.

== Attempted remedies ==
I've tried different DIMM arrangements, in order of distance from closest to CPU (as in, CPU-Slot1-Slot2-Slot3-Slot4:
1,3
2,4
1,2
3,4
Also tried a few single DIMM arrangements with each DIMM on different slots.

I took the mobo instructions to suggest a 1,3 or 2,4 arrangement, but I started with the first one.

I've tried getting a display with both the HDMI port on the mobo and the DisplayPorts on the Radeon. Nothing.

==Detailed description of what happens==

Every single time I've tried spinning the system up the response has been the same:
1) the system powers on
2) a few seconds later the mobo and fan light up red
3) you hear a beep from the speaker (typical for a PC)
4) at some point (maybe it happens just before #3) the PSU fan turns off, but all the lights and system fan components keep running

As for the system LEDs, every light goes red for a few moments, the boot light for the longest time, before the DRAM light goes red and stays a solid red. And there it seems it will sit for hours if I let it.

GPU fan powers on, so mobo seems fully powered.

== Other details ==

I've read there are some issues with the RAM I purchased achieving its maximum performance, but it does seem from some cursory googling that people are at least able to see a POST display after powering on. It looks like I have a brick.

Guess I did miss something, maybe not too obvious. An old hard drive I was going to format was inside the machine. I removed it and the BIOS setup came up. Basically smooth sailing from there.
