16gb installed ram but only 8gb useable?

Hey guys, I ran into a problem with my newly built pc. I installed 16gb of ram yet windows says that "7.93gb useable". The ram is 2x 8gb sticks rated for 3200mhz, but currently have them running at 2400mhz since I didn't have time to oc. I'm running a Ryzen 1700x with an Asus crosshair vi hero motherboard.

I actually had them set in the wrong slots. One was in A1 and the other in B1. After reading the manual it says to put them in A2 and B2 (grey slots). I just did but the pc is still reading as 16gb installed and 7.93 gb available.

Update: Looks like I got a faulty ram stick. I'm testing the ram sticks by removing one at a time and booting. I currently had the ram positioned in slots A2 and B2 which is the recommend slots by the manual . I removed first the ram stick from A2 and got no boot. Then I only removed the stick from B2 and I'm in windows now which recognizes there is 8gb of memory. Then I took the same ram stick from B2 (the one that boots) and put it in A2, and what do you know it boots. Looks like one of my ram sticks is faulty. Although it was recognized that I was running 16gb.
