Will CPU allow post with small chip in corner?

Hello Everyone, Thank you for taking the time to read my post. I've had this PC for over a year now but it hasn't worked for most of that time. I Bought it from Cyberpower and the intel CPU fan broke after two months of running the PC very hot in a very small ITX Case. Motherboard is the MSI Gaming Pro AC Z170 ITX. around 6 months passed before I attempted to fix it. I bought a new cooler, case (Corsair Carbide Air 240), PSU, and Graphics Card (GTX 1070). I rebuilt it but upon turning it on, it wouldn't show anything on the monitor. The CPU fan turns on and the card lights up, the case fans don't turn on but i think that's part of their features? The keyboard and mouse turn on and then abruptly turn off, so they don't receive power. The CPU light on the motherboard is red but the RAM light and HDD lights are off. (keep in mind this was around 6 months ago, yeah im a procrastinator.) I Took out the GPU, took out the ram but i never heard any beeps, used only one ram or the other and none at all, tried resetting the cmos multiple times. turning off and turning on without power. I haven't tried taking out the CPU yet but i do recall taking the motherboard out again to check it. It could be the RAM as I had this problem before it in the other case. I don't know why the CPU led is red, however. The CPU (i7 6700k) has gone through a lot as the old case used to get very hot.

Update: Took out the CPU and checked it. It had a slight chip on the corner of the CPU similar in location to this picture. It wasn't bent or anything, just a small chip on the side and most of the material still there. Besides that, it looked fine and the motherboard looked fine as well. I put it back in with new paste and all and changed and plugged in firmly all the cables and it still didn't post. I don't want to buy another CPU but it might be dead.

its a SeaSonic SSR-650RM 650W semi modular PSU. I will try that and get back to you. Thank you for the reply!
UPDATE: I used a different connector for the CPU 8pin and made sure it was properly in place, as well as checked the CPU and cooler and replace the paste. It still gives no signal and CPU light is still red

Alright I just cleaned the cpu, reseated and checked for bent pins (none), and the reapplied thermal paste and put the cooler back on. I made sure all the connections were in correctly and I still get no input and the CPU led is red. I hope its not the CPU thats dead because it was working fine before and nothing looked broken and bent on it.
