Higher end PC is running games slowly.

I just bought a computer off of Craigslist and it's running games fairly slow. CS:GO maxed out at 118 FPS, when it should get near 300 easily (not that I need that), and there are constant frame drops. Everything came with receipts and boxes, and was put together less than 6 months ago. Drivers are up-to-date and so is the OS. I've tried optimizing the games themselves through AMD's control center app and just disabling it altogether, but nothing seems to make help. Ideas?

Radeon RX 480 4GB` Gaming X Twin Frozr GPU
16GB Corsair Vengeance 2400 MHz RAM
Thermaltake 700W Smart PSU
128GB SSD
3 1-TB HDDs
Running windows 10 64-bit

Are the parts just not very compatible? I would assume they would be because they are all MSI and AMD products.

Edit 1: I also noticed on the package the RAM came in, it says its compatible with Intel products, but nothing about AMD. Could this be it?

Edit 2: After downloading the AMD gaming app and watching the CPU and GPU readings, it looks like they both keep spiking. CPU will jump between 1400mHz and 4400mHz just with just a few programs open, but Task Manager never goes above 5%. The GPU spikes from 300MHz-1128. They both do this heavily as I move my mouse around.

This is the mouse I'm using. Not sure if the drivers are conflicting somehow, I tried to update them as well, but I'm not sure it did anything. (I know the buttons are excessive, but it's a large mouse and comfortable)

Your CPU is bottlenecking the rx480. Its old and you really need to upgrade to an AMD's newer Ryzen 5 1600 and AM4 motherboard. I have a Thuban 6 core with a R9 280 which runs just a small bit slower than yours.

You can try some optimizing like using blackvipers safe desktop to shutdown unneeded sevices.
