Force NVIDIA power saving on desktop?

I have a GTX 1070 strix, and with my overclock and 'prefer maximum performance' in the NVIDIA control panel I have to sacrifice my PC being quiet just so that I don't have temps in excess of 62 degrees in idle. This is solved if I go to maximum power saving (adaptive doesn't seem to make a difference from performance in temps) but then I have to change it back if I want to play a game.

I heard that there was a feature called powermizer that would be useful on laptops, but I have a desktop.

Basically, is there a way that I can make the GPU automatically change from Maximum performance to maximum power saving and vice versa when I am/am not playing a game?
 
Solution
The whole idea of having "Max Performance" or "Max Power Saving" options is so you can choose to conserve battery power or not, depending on which you need at any particular time.

That obviously applies only to laptops running on battery power - - - makes no sense on a mains-powered computer.

For your GPU temperature issue, consider fitting a GPU cooler.
