Turns on than shuts off after 10 seconds

I just put everything together and tried turning it on. All fans work and lights turn on however I don't get a signal on my monitor and it keeps restarting. These are the parts I'm using

Try removing a stick of RAM and test. Then swap it out with the other stick and test again. If that doesnt work try unplugging the system from the outlet. Then pull the motherboard battery for 5 minutes. Put back in and plug the system back up and test.

Try reseating the video card by pulling out of the slot then push it back in.

Make sure your monitor is plugged into the video card and not the motherboard.

Also disconnect the drives and just try to get into bios first. If that doesnt work you should check to see if your motherboard is grounding on the case. Unbolt the motherboard and set it on the motherboard box with everything plugged in and test. If works then you may need plastic standoffs.
