CPU Throttling AMD FX-8350

I have seen many problems like this, I just want to make sure that a fix will help for sure.

Specs:
Windows 10 64-bit
MSI 970 Gaming
AMD FX-8350 4.0ghz
16 gb ram
MSI 8gb Radeon RX 480

My problem is that my CPU runs at only ~20 degrees Celsius no matter what I run in terms of games, the usage in task manager varies but is always under 33%, and the speed alternates between 1.34ghz-1.39ghz and never goes higher or lower than that. Any information/help is welcome at this point.

What is the thermal margin in AMD Overdrive? AMD temperature readings are pretty poor in most software - if that CPU were actually running at 20C, you'd be inside a refrigerator.

Also, no guarantees on fixes. There's no X symptom = Y fix presto-chango in PC repair in most things.

Sorry for the late response, had to sleep for work. The thermal margin is reading at around 56 degrees celsius. And I second the comment on the fixes, been stressing out over fixes for this not working for a while.

Other useful info that I left out is:

The thermal paste on the heat sink and processor is very old, and I made a HUGE noob mistake (I am still new to computers at this point) and didn't reapply thermal paste after I changed processors. Also I still have the stock CPU fan, and as we speak I am looking to order a new one.

I'd definitely reinstall Windows. While it frequently works, it can cause obnoxious problems down the road, which is why it's generally considered best practice to do so on an upgrade. At the worst, you're no worse off and haven't spent anything and probably have a cleaner install of Windows than one that's accumulated junk over time.

What is your power setup in windows?

If your "Maximum Processor" is lowered this will decrease the CPU... Im running on 99% power and my CPU does not get higher than 3.4ghz.. If I set it to 100% it goes up to 4.2ghz

I changed mine to 99% for heat management- It does never hotter than 50 degrees no matter what I do.

Guys. There is literally a fucking "Slow Mode" switch on the MSI Gaming 970 motherboard, which I flipped off by flipping it down. I am confused and also I feel dumb.
