Need help with building an art/gaming focused desktop! $1000-$1600 CAD budget

Hey all, my laptop is dying and I've been thinking of moving on to a desktop. I haven't had anything but laptops in literally a decade, and have never built a computer, so help would be appreciated!

Ideal Budget Range: $1000-$1600 CAD incl shipping/taxes (790-1250 USD)
I primarily use Adobe Photoshop, Illustrator, and Paint tool SAI, working on files that can take up a lot of memory. I mostly play Overwatch,though my PC right now can only barely handle it. I would really like to be able to play at at least 60fps, right now it's between 27-30ish
I do not have a keyboard, mouse, or monitor either.

I can get one on sale for $1800ish (not sure if this is tax included yet, need to talk to the guy selling), but before I drop that much money I was hoping to see what my other options are, as I'm not a really ~intense~ gamer or anything and maybe those specs are overkill for what I normally do, I don't know. $1800 is also a LOT of money for me and I'm nervous about making a bad decision given my inexperience. I'm willing to invest in a good computer, but I've heard prefabs tend to be overpriced so I thought I'd check with you folks first. I would love to know if anyone has build suggestions more in line with my original budget too.

That for $1800 CAD is crazy. That CPU is previous gen but still a good performer. PSU can be bit low on quality but if it is from Delta then its fine. That Keyboard and Mouse combo costs $230 CAD. All that for $1800 CAD is too good. Go for it.

But check if it under warranty or is it used or is it refurbished. only go for it if its new.

So it is a pretty good deal then? Hmm, geez. Maybe I will go for it. It is really quite high for my budget, but it would be nice to be able to get something new right away that will last long. I dunno, gah.
I'm not sure yet if it's refurbished or anything. Are buying used computers/parts generally a no-no?
