Best GPU and CPU for 1080p video recording, livestreaming, video editing, and gaming?

Hello,
I am planning on building a new PC and want to find a good CPU and GPU for 1080p (or even some 4K) Video recording, livestreaming, video editing, and gaming. I was considering the AMD Ryzen 7 1700 and a GTX 1070, but I'm not quite sure. I plan to put a 1.0TB Hard Drive, 512GB SSD, and 32GB of RAM into this build. I want a CPU and GPU that are not too expensive. I plan to overclock the CPU to around 4.0 GHz. I expect at LEAST 30FPS while streaming and recording modern games. I have all of the components that I want except for the CPU and GPU.

EDIT: My monitor can only support 1920x1080 max and is at 75 hertz. Please take this into consideration.

You don't need Win 10 Pro for your uses, no difference for you.
You don't need the fans either, Silent Wings 3 fans are already included. ;)
I've put in two quiet rad fans instead, and swapped out the RAM for a better priced alternative.
Motherboard has also been improved.
Consider getting one 1440p 144hz monitor for gaming like the MG279Q and one 4k for video work, but up to you!

I dont understand, if someone has budget why not letting them buy the better parts? It does not have any logic. Ryzen 1700 is a great value for teh price, it has more cores and more threads and it will be ready for future games next year maybe, when they will use more and more cores.
Only change i would make is to drop to ryzen 1600 and from the money saved get a gtx 1080 ti but to drop to gtx 1060 and ryzen 1600, why? And dont tell me that gtx 1080/1070 is overkill for full hd because this is the 7th time i hear that on a hardware forum and this is sad, this is very sad and wrong.

I've got both the 1600x and the GTX1060gb. It's is plenty for Ultra 1080p settings, i can vouch for that on practically every game. To suggest otherwise, as you've said, is 'sad and wrong'. The 1070 is designed for 1080p
or 144hz monitors upwards, more for 1440p. The 1080 is for 1440p upwards, and sepcially for 4k gaming.

Try reading some reviews from Toms about the hardware, you might find you'll be better informed. 1070 and 1080 ARE overkill for a 1080p resolution.

Also the 1700 has a base clock of 3ghz, Yes it has 8c/16t, but you then need to overclock the system to 3.8 to get the same perfroamnce as a 1600x which has a base clock of 3.6 and a turbo of 4ghz,

My monitor is 1920x1080, and please remember that I want to upgrade the CPU to 4.0 GHz and be stable, and want 8 cores and 16 threads. The reason I am so worried about this is because I plan to use this system for a while, and games in the future might run better with a faster clock speed and more cores. Also, I really don't have a tight budget, and I could go for the 1700 and the GTX 1080 or 1070.

I don't really have much of a budget, I don't want to be spending an unreasonable amount, but I plan to use this system for years, so please recommend me something that will do the things that I want it to do for that amount of time. As I said, I want a PC that can record 1080p, livestream, edit videos, and game, and I want the gaming videos to be at least 30FPS.

I'm telling you, I really don't have a budget. Just tell me what will get me the things that I want. I'm just looking for suggestions on what parts I should get.

Also, here's a PCPartPicker list that I made a long time ago. There are clearly some things that will need to be changed, but the fans, case, and stuff like that can stay, and the RAM and PSU can just be adjusted, like the RAM might need to be a different speed (the RAM was limited to 1866 Mhz due to the CPU), but the 32 GB part dosen't need to change, and the PSU wattage might need to be adjusted. You told me no budget, but i'm concerned for how low you think I can go, so as a piss take, i'll put 3 lists.
One as a 'no budget' rendering system on Ryzen, one high end, and one reasonable one.
Given you're only at 1080p, I can't justify spending on a GPU above the 970 you have atm unless you upgrade your monitor.

Good to see you're serious, made some adjustments, those corsair fans are crap, the Dark Base 900 Pro also comes included with the best case fans on the market, the Silent Wings 3 along with noise dampening foam, a tempered glass panel and Qi Wireless charging on the top.
Don't replace them. Also if you're truly going high end, wait for Threadripper and perhaps even the 11 series of GPUs before you buy anything.
It'll be a solid wait, but it'll be WELL worth it, not to mention for true high end I would have been forced to go x299, but they're dreadful value. I can't emphasize this enough, do not buy now.
I suggest getting one of those 4k monitors when the time arrives, but for the other one get one of the new upcoming 144Hz 4k options and pair it with a second 11 series GPU.

Hi,
I know it's been a while, I updated the list because Threadripper CPUs are now available. I changed the monitors from Dell to LG (the resolution is still the same). I also added additional case fans to add (they are the same as the fans already included). I had to upgrade the PSU because 850 watts wasn't enough with the case fans that I added.

EDIT: I also changed the OS to Windows 10 Pro OEM. I can update this again when the 11 series of GPUs comes out, but I can edit the lish when the time comes.
