MSI RMA no response?

I created a RMA with my b350 motherboard about 2 months ago. I requested a replacement.
It took 4 weeks to process my RMA only to recieve an email saying they have no more stock of said b350 and plans to give me a refund instead.
that apparently takes 3-4 weeks because i live in canada.

Its been 4 week and counting, I sent an email to the person who asks for my invoice and other stuff to start my refund process asking about its progress and I get no response. that was 3 days ago.

I called MSI yesterday asking about my RMA, they said they'll ask the Canadian department and will email me back in a hour. That was yesterday. of course no one emailed me.

What do I do?
