AMD A8-7650K quad core CPU is 60-70C while idle.

I have recently (about two weeks ago) started experiencing a issue where my CPU (AMD A8-7650K quad core) overheats and crashes even when idle. i tried under-clocking and increasing my fans to full speed to some success, but my CPU is still uncomfortably high when idle (60-70 C). as far as i remember, i didn't change anything on the hardware level (though i'm certainly not ruling it out), and i'm not good enough at hardware to be confident in tinkering around with it in case i break it further.

yeah, i was considering getting those things specifically (as well as the heatsink) checked out by a professional, i was just wondering if it could be anything minor that i could fix without needing to pay the fees.
