Lightning fried pc need help making new one

first and foremost atm I don't have any pc I'm typing this on a kindle so books have been my only friends the past few weeks between sleep and work. Ok a few weeks back had a bad lightning storm lightning hit next to my house fried my cable in my house had to run new cable from box outside to inside my house there are scorch marks on the wall. It fried my a.c. Unit outside, it fried my router, my alarm clock and my pc in my bedroom I'll be sure to get a ups and surge protector this time around.

Before I ask for a new build I'll say what I had before. I built it end of 2014 beginning of 2015.
I7 4790k
Asrock z97x killer mobo
Msi gtx 970
16gb ram
Win7home
Case I think it was nzxt
750w psu
About 5 extra fans
2 wd blue 1tb hdds
A DVD and blue ray drive

So it's been a few years and i'm a bit out of the loop I missed the z170 boards the skylake And into the z270 and kaby lake generation.

Preferred brands intel, nvidia, I mainly use newegg tiger direct or ncix depending on what's cheaper or on sale.
I have a micro center near me I live in Houston so I can get a i7 7700k cpu for about 280~300 vs like 380 most places.

My budget is 1500ish I plan to buy in the next month. I have a keyboard mouse and monitor that still work
I'll use my pc mostly for gaming but I do sometimes draw with my wacom.

cpu I want an i7 7700k since I have a micro center near me I can save money on cpu
Z270 mobo I usually use gigabyte or Asus usb 3 and prob 6 sata slots I'd like to keep it 150~200
Ram idc as long as it's quality and 16gb
gpu nvidia but Idk what to get and with people mining ethereum Idk how current prices are
os Win 10 home since I'll need it for z270
hdd Probably get another 2 wd 1tb hdd cause they're like 45$ each atm unless y'all think a 2tb would be better and save room.

Ssd or optane I don't know much about either but I'm open to suggestions
Psu prob corsair 750 w
Case I'd like it to be med or full tower atx black color having a lot of usbs on top is good
Cooling tbh I usually throw alot of fans in the pc cause I'm afraid of screwing up liquid cooling and turning my of into a big puddle of electric mess.

Ty for your time and patience reading through this poorly constructed post of jumbled ideas being typed with my index finger on a kindle. If you have any thoughts or ideas on a build it is greatly appreciated.

Optane is over-rated and is just a way to make a magentic boot/load programs "semi-close" to the same speed of an SSD.
So get an m2 or SATA SSD, in my opinion the new NVME SSD cost over a normal M2 is not worth it vs the real-feel performance increase.
Get a single 2TB drive, no reason to spend $100 on 2x1TB vs $70 on 2TB.

At current prices you might as well just get a GTX 1080 because anything less will cost near the same.

For ram any DDR4-2400 from GSKILL or Corsair or Crucial is good, you dont really see noticable gains from faster memory on intel like you do on AMD.

EVGA G2/G3/GQ or Seasonic for PSU. AND GET A UPS.
