Installed 1060, getting weird error screens.

(I've rewritten this post given all the new information and to make this more concise. Left the old post under strikeout for reference)

I installed a 1060 today, and it does not work. It shows up under Device Manager, but it says it has error 43 and that windows has stopped it from working. I have tried to boot it in safe mode, use DDU to completely uninstall all drives and install its drivers again. The 1060 still shows up as having issues under Device Manager and is therefore unusable.

I have also tried to uninstall everything with DDU, then let windows do its thing. Did not work.

Also tried to uninstall everything with DDU, then install with Geforce Experience. Also did not work.

It's also worth noting that the time it takes from the computer turning on to STARTING to load Windows is ridiculously long now.

Popping my old GPU back in makes everything work perfectly, including the bootup time.

Also worth noting:

Every time I install drivers with the Geforce Experience, it then prompts me to restart my computer once the installation is finished. Every time i do it and load up, Geforce Experience, it asks me to install the drivers again as if they had never been installed in the first place. (No error message, it just shows "Express Installation" as if there was a newer driver.) It seems to me like the drivers just aren't getting installed for some reason.

Specs:

Windows 10
Old GPU: 660ti
New GPU that is the issue: 1060
Processor: i5-3450 @ 3.1
BIOS American Megatrends Inc. P03-3, 4/18/2012
16GB Ram
PSU is CORSAIR HX series HX650 650W.
Motherboard Gateway DX4860 (Socket 0)

[strike]So I installed a 1060 today, and I've been going through a number of issues. First, right after installing it, I got this screen:

And it would sort of hang there. Clicking on selecting device to boot also did nothing. Eventually, I went to get a cup of coffee and it changed. Without me doing anything to change it, it would go into this screen:

And give me hope that windows was loading but...just go back to the f12/delete screen. Okay. So I came back a bit later, still not having done much and it just...uh, booted anyway. But it booted into a very distorted desktop, with most of the bottom of the screen missing. Turns out it was booting from the integrated graphics. I went into device manager, and updated the drivers on something under the adapters section(can't remember the name) and once the computer rebooted, it rebooted into my good old 1080p desktop. I was happy.

Ran geforce experience, installed the drivers for the 1060, which the computer recognized. Once the installation was finished, the computer asked to restart and I was like "sure."

...But now, after booting, it goes into this screen: http://i.imgur.com/rsaP5cT.jpg

Worth noting that before hitting that screen, I get that same windows loading screen that isn't centered with the monitor.

So yeah, I have no idea what to do. I imagine booting into safe mode would be my next option, but I don't know how to do that if I can barely access windows to start with.

Windows 10, by the way.

Using my old graphics card I can boot no problem as it turns out.

I think my BIOS is P03-A3(going off what i have written down, but I'm having trouble checking since the PC is so unresponsive). I'll try a BIOS reset/update, just not sure how to go about that right now since I get that weird screen when I try booting the PC :/
 
I would try to get the integrated graphics going for now, and sorting out the BIOS version (what motherboard is it?). Not sure of your Windows version either (you should list ALL your specs) but if you Google safe mode for it, you should find a way in.

Oops, could swear I had included it there!

Windows 10. I can not boot into safe mode(Alt f8 doesn't work).

However, putting my old graphics card back in makes everything work perfectly. No overly long loadtimes, no graphical glitches, nothing. Though now that I have access with my desktop, I can try some of the suggestions here.

I've done this, and it unfortunately didn't fix it...I also tried a couple other things. I updated my original post with my attempts, full specs and everything else to hopefully sort this out.
