New To Computer Building: GPU Minimum System power vs Maximum Card Power

So with the GeForce GTX 1070 it has a Maximum Card Power of 150W but the Minimum system power of 500 W. How does that work?

I am assuming one needs a 500 W PSU and it only directly draws 150 W. What I am basically asking for is a definition and compare/contrast of the two specs.

When I put it into the computer that I have been building it seems to have broken the PSU(multimeter says power is going in but not out). This was after I had a successful test boot.

Specs say min of a 500W power supply and that's assuming it's a good power supply. It all comes down to power draw percentages, that's total system power. You want some head room there so you aren't maxing out the power supply and overheating it so it will run efficiently.

In modern systems it's normally good to have around 600w to 750w PSU especially with the newer graphics cards and CPU's. (That's single graphics card)

Yeah you killed your power supply, it was only 450w, you really need a GOOD 650w power supply.
