Is 16gb of ram required for 60 fps 1080p

The system RAM requirement is kinda tied to what is bottlenecking your system. RAM generally won't come into play, if the game is bottlenecked by GPU or CPU. And as much as I wouldn't agree that 16 GB was not absolutely necessary, neither is a 7600 and a 1070. A 1060 is more than enough for 1080p.

It's mainly that 8GB (2 x 4 GB) is kinda outta place in a build with a 7600 and a 1070. Kinda like going for a job interview where ya wanted to "dress to impress" with a jacket and tie and then wearing a pair of jeans.

Yes, you **could** start w/ 2 x 4GB and then add another set later, but that is always a crapshoot.
