New mobo & cpu, no display

I recently purchased an Asus m5a78L usb 3 & amd fx 6300 to get a little budget build going. When I installed out of the box with everything in place, the computer turns on, led fan lights up, CPU & case fan are spinning. The GPU Fan however, is spinning at a very random, sputtering pace & the disk drive is clicking. I get no display With the graphics card installed or with it uninstalled through the on board mobo output. The power seems like it's only half there. I checked CPU for bent pins & thermal paste, no bad pins, I saw a tiny spec of factory paste touching half of a pin
, Cleaned that off but still nothing. It is making it seem like the CPU may have been affected or may have been a dud from the start. I don't know what else to do .

Any help would be awesome
Other components:
Radeon R270 GPU
Evga 430w PSU
2x 4gb PNY Ddr3 ram sticks

I never realized that my Radeon R9 needed more power to begin with!
I had the mentioned graphics card & power supply & memory on my previous board and it all ran well. Would the slightly larger MOBO & better CPU have caused the power supply to no longer be enough?
