I have a 450w evag b1 power supply and i have a pentium g4400 and a gtx 650 ti boost. Is my power supply good enough to upgrade to i7 7700 and a gtx 1060? if i cant do i7 then i would go with a i5 7600. Thanks

Yes, your current EVGA 450W B1 (provides 420W at +12V rail) has enough juice to power a typical i7-7700 + GTX 1060 rig.

GPU will not draw more than 100W in typical 1080p gaming scenarios (max. torture load is ~140W): http://www.tomshardware.com/reviews/nvidia-geforce-gtx-1060-pascal,4679-6.html
CPU (i7-7700) will not draw more than 60W in typical gaming (max. torture load is ~85W): http://www.tomshardware.com/reviews/intel-kaby-lake-core-i7-7700k-i7-7700-i5-7600k-i5-7600,4870-9.html
CPU (i5-7600) will not draw more than 50W in typical gaming (max. torture load is ~75W): http://www.tomshardware.com/reviews/intel-kaby-lake-core-i7-7700k-i7-7700-i5-7600k-i5-7600,4870-11.html

With the i7-7700 + GTX 1060, you would be looking at 160W...

With the i7-7700 + GTX 1060, you would be looking at 160W (typical) to 225W (torture) power draw (CPU and GPU only). You would still have a lot of headroom for peak loads, efficiency, and other components.

Quality-wise (built-quality, efficiency, and warranty/reliability), however, is a different matter, as there are other better PSUs available in the market, though.
