This was actually my second build but the tower does not want to power on. I have tried to troubleshoot myself but can't figure it out.

The motherboard LEDs turn on but that's it. the PSU fan, H7 fan, and the front panel of the tower will not power on either.
Could this be because the tower is dead?
Or could the PSU be the problem since its own fan won't even turn on either?
The one other reason why it won't power on is that I am missing the cable that goes from the optical drive to the motherboard, could this be keeping the tower from turning on as well?
