just build the pc. i play rocket league, rust, and more so i need somewhat intensive parts just nothing really expensive.

a 450w b1 psu can handle a 1060 and a i7?

Yes.

Your EVGA 450W B1 provides 420W at the +12V rail. The GTX 1060 is a 120W-TDP GPU (recommended to only have a 400W PSU by its manufacturer). The i7-7700 in non-OC'able, with a low TDP of only 65W. With the RAM, HDD/SSD, fans and MB, you'd only be looking at a power draw of about 50% to 60% of your EVGA 450W B1 PSU.
