Entire PC Lagging

Hello I just built a New PC and I'm happy with it but it's very laggy... the mouse lags alot and just stutters... this is only when on Windows 10 Desktop and bios... if I'm in a game everything loads smoothly!

It's not just my mouse tho since even the loading 5 circles spinning lags... it isn't windows 10 either since the bios and even windows installation lags! Please help I'll post my build!

Cpu: Intel Core i5-7600 (non k)

Gpu: Intel HD 630 (just the integrated graphics)

Ram: 4 GB 2133 Mhz

Motherboard: b250m GIGABYTE

Psu: 450 Bronze BT Watts EVGA

As I said... it isn't the mouse... even when typing it lags... so does anything I click... even the spinninf circles when booting up... it's not smooth at all... and how would I update the bios? I bought the b250m instead of the h110m bc I thought it would be already updated... but if u could help me in updating I would be so grateful... thank you in advanced! And yes. I did update all my drivers even the igpu with Driver booster by iobit and windows updates.

I Don't :( I Thought the iGPU Would be enough... it detects it for sure tho...
