Build 600 budget preferably compact

Hi a friend of mine was looking to buy a desktop computer with a $600 budget. He already has peripherals. I convinced him it would be a good idea to build it himself as it would allow him to update his hardware with time.
He wants his PC to be relatively small.
He is not currently looking to game on it. Nevertheless, I think he may want to in the future, so it would be great if the build allows him to buy some parts later on that will turn his PC into one he can game on.
Any suggestions?

Solution
No OS, no optical drive. Windows can be installed from a thumb drive, and/or you can simply add an optical drive to the list. CPU may be a bit overkill depending on what he's doing with this PC. :)

I changed the GPU (bad review on the first one) and added an optical drive and changed the CPU to a cheaper one. Just to give you some ideas.
