New Pc suggestions? Build or buy? please help

so i want a pc. my laptop died and my parents finally are allowing me to get a desktop. i want a gaming desktop. so I want to play gta 5 on high and other demanding games on high. my budget - with tax and shipping included 872$ CAD (I'm canadian). so i searched on walmart.ca and found a few decent ish ones in my budget - https://www.walmart.ca/en/ip/cyberpowerpc-gamer-ultra-gua3120inc-gaming-computer-with-amd-fx-4300-38-ghz-processor/6000196687696 . https://www.walmart.ca/en/ip/cyberpowerpc-gamer-gua510-ultra-gaming-computer-with-amd-fx-4300-processor/6000195316691 . thing is; i want 4gb of ram and a 250/230? outdated. so do I get it and swap out the graphics card (been looking at this: http://www.vuugo.com/asus-video-cards-RX550-4G.html?tracking=5108053939762 ) or do i build a system from scratch. came up with this: https://ca.pcpartpicker.com/list/nmV2cc . any thoughts or suggestions? thanks for your time.
