Windows Issues: Accessing Files

I was doing a routine restart for windows 10 update and then any time windows tried to start back up, it went to the "choose keyboard layout" screen and disabled mouse and keyboard. Via search results and hellp from someone who repairs computers, I tried everything recommended... unplugging and replugging things in, tried forcing safe mode, tried using a windows 10 disck via downloading the ISO (the reset pc option wouldn't even show up in troubleshooting), did the various startup repair options and it said it couldn't fix it, installed a linux OS and it said windows was not properly shut down, etc.... Now both an article and that person say all I can do is put the HDD in another machine to access them or use a usb to SATA converter/adaptor. My questions are this: 1. why can't I fresh install win 10 into a new partition and then go into windows and access the ld partition? Do partitions not work the same way as drives where I could browse it that way? 2. The article actually only mentions using the adaptor, not placing it internally into the new computer.... will it work either way? Also, this machine started out on win 7, but I cant restore to that without losing files because I have too may files for there to be room for it to make a aprtition big enough to back them up into. I've alreadyd ecided to buy a new pc since this pc was already way out of date in all specs, but I still dont see why a win 10 partition would not be a solution.

Also, before I knew restoring to win7 factory condition wouldnt have room to keep the files, I was reading where it was compiling the list of files to back up and it was all of my legit files, but they said drive D wehn really they are ond rive C! So I think the guy said that means it's not even recognizing that drive C is my hard drive, thus why the reset win 10 option doesnt show up. Also, I have no restore points either. Ad he said the fact tht couldnt acess them via a linux OS means I have a "dirty drive". ps I am typing all of this on a ps4, thus why I am not having it formatted well. lol. And this is why I am probably not getting another hp, because this is the second major issue that is apparently happening mostly on hp computers.
