No such thing as 'guaranteed', but, many hit that with some tinkering, a core voltage increase, some more tinkering, and a bit of luck, and, good cooling...; certainly the 1700X is more likely to hit 4 GHz than the 1700 is, as allegedly better silicon is binned/used for the X models...

3.9 GHz seems attainable almost by all, 4.0 GHz is tad more finicky....

You are playing the lottery. They will all either hit one of these frequencies 3.9GHz, 4.0GHz, or 4.1GHz with some tinkering, and a good aftermarket heatsink. The required voltage and increasing temperatures spike once you get into this range, and it's all depends on lucky you get in the silicon lottery as too which one of these 3 frequencies you will be able to hit. None of them are guaranteed.
