I just set up a new computer, specs: i5-6600 Skylake, GTX1060 STRIX, ASUS Z170-Pro Gaming (rest is not relevant I presume).

The thing is when I try to play "The Division", it uses the Intel Graphics (HD Graphics 530) instead of the GPU and keeps the frame rate at around 10-20 for even the lowest settings. Furthermore, it doesn't allow me to access the NVIDIA control panel to change the preferred graphics. (i)

I looked online, and most just said to ensure the Monitor is connected to the GPU and not the CPU (which is the case btw, my 1060 is connected via a DVI (GPU) to HDMI (monitor). I can even see my GPU under "Device Manager". (ii)

If I try to disable the Intel Graphics there, it won't even let me use my PC (no windows will open, everything will get stretched, mouse control gets messed up). I'd like some help so I can start gaming ASAP

I even used DDU to clean all the former drivers and reinstall the latest ones straight off GeForce, but the error remains (yes, I did restart the computer whenever required). Also went into System Information to check if the GPU is even recognised, and it is, but there's this (iii), man, I'm so lost.
Moreover, even DirectX Diagnostics tool shows only Intel Graphics, fml.

Solution
It can't use the on board if you're plugged into the gpu. None of your links work for me at least... You're 100% certain you're plugged into the 1060?

Sounds to me like you still have the monitor connected to the motherboard.
Usually if your monitor is connected to the dGPU the iGPU will be disabled by default, you have to change some settings in the bios to allow the iGPU to remain active.
