RAM issue please help

I recently reset my computer because it was acting slow. Now I am having problems with my RAM in task manager. Before i reset it I never had a problem with the RAM. So, basically task manager was originally saying that only half of my 16gbs was usable but i fixed that and now only half of the speed is being used also (800 when it should be 1600). My bios recognizes everything just fine though. I can tell that my RAM is being slowed down in gaming and it's annoying please help any answers are appreciated. Thank You!

Use a calculator (a joke).
Short explanation. Once upon a time memory could only be read or written to at a time but DDR can do it at same time. Most programs still check, measure and show read and write speeds separately so you have to multiply by 2 to see real memory throughput. Although it's shown as frequency it's actually a number of bytes/second that can be stored or read to memory, not real frequency.
So in your case it's actually running at 1600MHz.
