Many Problems with My PC, Not Sure What's Wrong Anymore

Hi, I've posted a few threads with problems I've had with the same rig that i build just over two years ago. First off, here are the specs:

AMD FX(tm)-6300 Six-Core Processor
NVIDIA GeForce GTX 1050 Ti
Thermaltake Versa H21 Case
WD Blue 1TB HDD 7200RPM
Kingston HyperX Fury 8GB ram (2x4GB) 1600MHz
EVGA 500B 500W PSU
Gigabyte AM3+ AMD 970 SATA 6Gbps USB 3.0 Motherboard

I used to have a Radeon HD 7770 when I first built the PC, however I upgraded to a GTX 1050 Ti in february of 2017. Let me start with one of the first problems I remember having:

The front audio and mic jack seemed to be broken and bent after a few months of having the PC. The pc wasnt taken anywhere and has no known damage, however the headphone jack is missing a piece and they are both crooked and bent. Not sure how this was caused and not sure how it can be fixed. So i Just use the audio and mic jack in the back of the PC.

Next is the CPU. I understand that its an older cpu, however I still would expect it to perform normally. The first few months that I had the PC, the cpu was constantly downthrottling and not performing how it shouldve been. I wound up checking to see if windows was using all 6 threaded cores and made sure that that was enabled, and I also tried unparking cores. This seemed to work for a while, but when I got my 1050 Ti, things were slow and choppy in games and I had to go through a bunch of bios settings and core settings to fix it again. However a few months ago my cpu was overheating, but it seemed to fix it by cleaning out my fans with a can of air.

Next is my hard drive. I have constant spikes up to 99% usage on my hard drive and I have no idea what it's caused by. I understand that it's not as fast as an SSD, however loading things on my computer is consistently slow lately.

Next is the ram which is currently at 3.5 GB usage as I'm typing this. Nothing open besides a tab of Google chrome. I don't have any idea what is going on with the ram unless windows now used 3.5 GB idle? None of the processes on my task manager add up to 3.5 GB. This also causes for awful stuttering in games because I have only Half of my ram to use for the game.

I don't think i've ever had any problems with my 1050 Ti, my motherboard, or my PSU. I have an optical drive still installed from when i first downloaded windows, but I don't think that has any impact on my PC. I've been having problems lately with google chrome randomly freezing and asking me if i want to kill the page. I also can't launch minecraft without having to force quit the launcher in task manager.

In general, my PC just doesn't feel right and isn't smooth and consistent. I get constant stuttering in games, my FPS is all over the place, my windows is slow, my chrome is freezing. I'm not really sure what to do anymore, but if anyone has suggestions please let me know. I've considered just trying to sell the whole thing and build a new one now that there are better parts available, however there's no easy way to just do that. Anyways, here are some screenshots if they help:

EDIT: Also, my friend recently got a laptop with an i3 and a GTX 1050, and performs basically the same as my pc except no stuttering, no problems with chrome or windows, and normal stats in task manager.

Perhaps considering make av complete new Windows installation?
Before that, make sure you have all your important files: photos, videos, music etc. on a backup device.

Then very important after a new Windows installation:
Run windows Update manually and restart
Run Windows update again until there are o more updates, and restart:

Then Enter Your motherboard manufacturer: get the latest drivers.
Run windows update again

And, last:
Get the latest nVida NVIDIA GeForce GTX 1050 Ti Graphics driver: http://www.nvidia.com/Download/index.aspx

Restart.
Hpw is it working now?

I'll try resetting windows and tell you how it goes. Thanks for the suggestion and wish me luck
