I am thinking of buying a pc for 3d design, render and cad applications, at the moment I have a laptop with a gtx 860m and an integrated video card, currently at the moment of running a program, windows gives me the option to select with which of These I want to use, is it possible to use this with two graphics cards in a desktop pc?

For example: I am thinking of buying a ryzen 1700x with a b350 micro atx motherboard with a PCIe 3.0 16x port where I would place a gtx 1070 (for use in thick applications) and a PCIe 2.0 16x port where I would place a gt 730 (to use as Principal card)

The idea is to completely release loads to the gtx 1070 to be dedicated exclusively to applications where required

If you will be using the system for rendering you don't really want to be using it then in any case because you will be taking away CPU time from the task. One card in that system is fine, and just use your laptop for simple tasks when the new computer is doing calculations that take a long time.

With your budget, if you are talking US currency, you can get pretty much any CPU along with that 1070 card. Intel i7 or that Ryzen you want. Really you will have a very fast system with either one, if you want to support AMD, the Ryzen path is fine and will get you a fast system for a bit cheaper than Intel.
