Why is my CPU running slower than it's maximum speed?

The CPU is not overclocked and task manager says that the speed is between 0.9 and 1.4 but maximum speed is 2.16. Any solution?
 
Solution
A basic sugegstion to start with. Press your Windows key and R together. In the Run box, type
msconfig
and hit the Enter key.

Click on the Boot tab then the Advanced Options button. Put a tick in the "Number of Processors" box, wind it up from one to however many you Tick to have. Also, maximise the memory in the next door box.

Click OK then Apply in the next form and OK your way out. Restart as requested and see if that changed anything.
