Windows not loading after cpu change

windows 10 64 bit not loading after upgrading the cpu, i see the blue windows logo, black background but there is no loading icon and screen stays like this forever. 32 bit works. cpu is 64 bit compatible, cpu is compatible with motherboard. i have tried replacing ram, still not loading... maybe i have to reset cmos, do i have to remove the jumper while the pc is on? plz tell me how to fix this and why new cpu isnt loading up windows 10.

Resetting CMOS/BIOS should be always done when changing major HW parts. Check your MB manual for the way to do it but it should always be done while computer is completely OFF and unplugged.
With most computers removing CMOS battery for few minutes should do the trick.
