Hi I recommend to remove all parts and do a step by step testing, first connect only the mobo, processor, PSU, and RAM. But first after your dismantle the parts clean it or remove the dust buildup on it. And assemble the parts I said, and power-on the PC. Check whether the PC will display in this process, red light in mobo means there are standby power from PSU but your mobo will not respond during switching. By means of resetting the main hardware this may solve the problem. If this will not resolve try to use other PSU and try again the procedure.

Im pretty ssure this red light indicates your pc is ready to boot to bios, do you hear fans turn on? Make sure you connect hdmi dvi or dp cable to the gpu instead of the mobo this usually works. when u say the pc doesnt turn on do u mean there is no signal but the fans and stuff are on?
