Burning smell from CPU or its fan

After having the PC on for like two days I played a not too demanding game for a few hours (The Long Dark) and then I heard a fan (I suspect the CPU fan) start spinning faster for like 5 seconds and then come back to normal. No fans ever change their speed even though they are all set to auto in BIOS I think. As it sped up my video output cut off (black monitor with a few "disconnected" and "no input" messages) so I leaned towards the top fan and started smelling for anything burning sensing what will come.
I smelled something burning after like 10 seconds and turned off the PC. I traced the smell to the CPU area and the CPU fan cooling metal plates were pretty hot so that I could hold them without pain but they were still hotter than I have seen them so far. The CPU itself was lukewarm to touch and there was a black patch of paste on the cooler side that could be quite easily scraped off.
I turned the PC on and off in short bursts a few times to see what's happening and found out video output was still not working and the CPU fan jerked on start up but spun only after I gave it a spin. It spun a lot slower than before according to the friction against my finger after I barely touched the spinning blades so that I slowed it down just for two seconds and only by a little bit. I have done this a month or two back to have the comparison so I don't think that is what damaged the fan. I also found out that the CPU itself is working because it was warming up after I turned on the PC.
This could very well be a virus or something as I have the PC for two and half years and didn't encounter any spontaneous problems like this. A month back I think I fried two DIMMs but I don't know if that's got something to do with this.
