Computer won't boot to bios, also currently takes a while to turn on.

I have two fans, and water cooling for my CPU.
MOBO: M5a99FX PRO R2.0 by asus for reference
PSU: CX750M Corsair for reference
GPU: r9 290x gigabyte 4GB This one specifically
CPU: AMD FX8320 black edition for reference
RAM: Kingston HyperX Fury 16GB 1866MH for reference as well.
HDD: From an old pre-built.


To be clear my original problem was that my PC wasn't going into POST/BIOS at all, and my monitors were blank, I also didn't have any beeps going off what soever. I've been having a problem for the past month and a half with my whole computer. I went through a lot of testing so I'll do my best to chronologically tell what I've done with my computer from then to now. My computer first started to shut down after crashing from a game, and wouldn't turn back on. I then went to clear the CMOS, cycled ram, tried new connectors for my HDD, put thermal paste on my GPU, and CPU. Tried re-situating parts, and wires I did a lot. My motherboard had light lighting up for two parts the GPU and HDD at this time. I thought there might've been some kind've voltage failure of my MOBO or PSU so I RMA'd both and got full on replacements. I plugged both back in and sadly neither change worked.

I then proceeded to see if it was the CMOS again took it out for the whole night this time, when I put it back in, in the morning my computer took a long time to turn on, about 4-15 mins. I then re-did everything I stated above besides RMAing and now I have a whole new set of problems. My computer takes a long time to even start running, I still don't make it to the BIOS/POST my monitor is still blank but now the only thing lighting up on the MOBO is the CPU LED. I still receive no beeps. My GPU LED, and BOOT DEVICE LED are not lighting up. Perhaps by random chance my GPU fan either start each time, or do not when I hit the power button.

So I have no idea what to do really, could have I gotten bad parts? I'm just really lost and would greatly appreciate any help what soever.

Yes it sounds like bad parts. The trick is to isolate which part (s) are bad.

A quick summary of the sticky: Remove everything except MB, CPU, CPU fan and PSU. Does the system consistently POST ?
--No it doesn't consistenly post, one of these parts is bad, and you have to guess which one.
--Yes it POSTs. Now add one more part. Does it still POST?
--Yes it still posts. Add another part
-- No, it doesn't consistenly post, suspect the last part.
