GPU wont go to idle.

Recently ive noticed that my gpu seems to be always running at a high clock speed even when it should be idle.

The only application open was afterburner in that picture.

Ive updated the drivers (clean installs and updates) and reseated the gpu (solved an earlier issue) and the PCIE power cables. Ive also tried to reset my oc however i have the EVGA FTW 970 which means the base is higher than 1250 mhz so it didnt do anything.

The constant usage is making the gpu run at 60-65 even on the desktop which i dont want so any solutions is appreciated.

SOME POINTS:
1) If overclocking benefits, and has no issues, you should just keep the profile and leave it. It doesn't make sense as per an above comment to only apply when needed since the card should boost as needed, plus constantly changing the setup depending on the game you play is a hassle.

2) MSI Afterburner and other addon software can sometimes mess with the GPU frequency. Sometimes it forces it to low frequencies too.

3) For now, I recommend you do the following even if you've done SOME of it already:

a) UNINSTALL MSI Afterburner and any other similar tools, including anything EVGA has
b) run DDU http://www.guru3d.com/files-details/display-driver-uninstaller-download.html (use the "recommended" option to boot into SAFE...

c) reinstall the latest NVidia drivers (when prompted choose "CLEAN INSTALL" or whatever the term is in case DDU missed anything in regards to settings... I don't use GEFORCE EXPERIENCE just the PhysX and main driver so I disable installing everything else)

d) Try without additional software (I guess you can go by fan noise as an indicator?)
e) Install EVGA Precision XOC

The EVGA tool can also overclock, adjust fan profile, as well as show onscreen data (small learning curve) but possibly not as detailed as MSI.

OTHER:
If you properly cleaned NVidia files you'll need to reset some game settings likely such as if you forced Adaptive VSYNC, anti-aliasing or whatever. You may also need to force on to scale by ASPECT and scale on GPU in the NVidia Control Panel if that's how you do it (some people just let the monitor do it so you'd set NCP to scale on monitor, and choose "ASPECT" on the monitor itself).
