CPU Load at 100% with no applications open

CPU sits at 100% when I start up my computer and sits between 60%-100% with no applications open. It shows 100% with Open Hardware Monitor but through Task Manager it only shows around 10%-25% with nothing open.
 
if you open task manager, and sort processes by CPU in order of consuming resources form top to bottom (clicking on CPU toggles it from ascending to descending order), take note of which processes are consuming your cpu time/cycles....

A quick pass each with JRT and then Malwarebytes Antimalware stands a 90+% chance of terminating/removing most things malicious...

I already did a malware scan and I tried the Junkware removal tool but the problem still seems to persist.

Yes, the 800 MHz clock speed will not help, for sure...

Anyone played with/tinkered in the BIOS settings or power plan recently?

First, what is your system? any idea of cpu/mainboard? (Then can investigate possible BIOS settings to look for)

Second, within WIndows, go to control Panel/Power Options, and make sure "Balanced" is selected, and NOT 'Power Saver"

I haven't messed with my BIOS setting in quite some time I did was because a problem with similar symptoms but it turned out to be hardware/setup related. My cpu is a intel i5-6500 while my mainboard (motherboard?) is a Z170A GAMING M5. My power setting was set to high performance so I switched it back to balanced

Slow switch was already set to default but it led me to find the solution by disabling the intel adaptive thermal monitor and now my processor seems to be back to normal speeds.Thank you to everyone who helped me find the solution
