1600>1500X>1400>6400
the 6400 is too limited in terms of threads and clockspeed
the 1400 has limited resources compared to the 1500X
since the 1600 is usually only 20$ extra, it's the best buy
however if the 1500X is already a major stretch, it's the perfect CPU for you

if quad core then just go with ryzen 1400, depends on your need, if you do a lot of content creating or video editing thingy then go with 1600, those 2 cores can help you process it faster, quad core still fine for gaming however

Solution
If you are building a new PC, try to avoid Intel's for now. They are the greatest any more especially in term of price over performance since Ryzen is available.
If you plan to keep your new PC setup for quite a long time, do really try to get at least Ryzen 1600.
