So I just made a PC build and I got myself a 1080 ti STRIX and i made my build. Everything fine till there. I then start my boot choose my fan speeds and thats it. And yet i touched the top of the card and it was boiling hot and the fans had stopped turning (they had started for some reason when i started the boot)... Anyone can assist?

How hot "boiling hot" actually is? For semiconductors, 60C is still cozy and the fan profile could simply be set to leave the fan off until some threshold is passed.
Fans spin at power-up simply because turning the fans on is a safe default until micro-controllers are done booting to manage things like fan profiles and also to do a POST on the fan - see if an RPM signal appears when power is applied to make sure the fan isn't stuck or dead.
