I just got a Gigabyte GTX 1070 and I got on GTA, set it to max settings and I only got 30 Frames with V-Sync off, put it on High settings and getting 40 while my friend is getting like 90 on high. I have the power consumption set to performance, power settings in windows set to high performance. In device manager it says its working properly. I have no clue please help.
:)

Something weird is going on considering that your fx-8300 has slightly better single core performance then your friends' fx-8320.
I agree with the clean driver installation and also check task manager to see if anything else is eating up cpu/memory in the background.
What CPU do you have? What resolution do you play at(1080p,2K,4K)? GTA is a heavy CPU usage game. Also the settings in the advanced graphics section long shadows, high res shadows, and grass quality are pretty heavy hitters so think about turning those down.

I have a FX-8300, but I had a GTX 950 and it ran well at around 60 FPS on medium

Your cpu is crap... Especially in games like gta5

if you want decent fps time to upgrade to a ryzen or intel setup, otherwise wasted money on a 1070

My friend has a 1070 too with an FX-8320 and he's on high and he gets well over 80 FPS

Check the advanced graphics settings on his setup(maybe have him send you some phone pics of all his settings regular and advanced). Is his CPU overclocked a good deal?
