Decent PC will not run games at a good fps on quality graphics.

I'll list my specs:

Processor Intel(R) Core(TM) i7-4790 CPU @ 3.60GHz

Video Card NVIDIA GeForce GTX 960

Video Card #2 Intel(R) HD Graphics 4600

RAM 16 GB

Operating System Microsoft Windows 10 (build 14393), 64-bit

Basically my main game I play right now is Rocket League, and I have to lower the quality to performance level to handle the game due to the horrific fps it produces. I have the same issue with other games like Shadow of Mordor and any other games that allow good graphics. Am I right in saying a PC like this should be able to handle these games at a high quality level?

I am wondering if anyone has a solution to this problem? I'll do my best to answer any questions that come my way!

1. Try uninstalling your Graphics Driver using DDU (Display Driver Uninstaller) [You can download this by searching it in Google]
2. Reinstall the latest drivers or the ones that are stable by this time.
3. Open your Graphics Control Panel (If you have an NVIDIA card, set CSGO to High or High Performance in the Profile Settings and if you have an AMD card do the same as above.)

P.S.
I did these to my system and it worked maybe you had an update in CSGO that overrid your registry. It happened to me and my games such as DOTA2 and WoW. These fix worked for me and I doubt you're GPU is faulty.
