Grand Theft Auto V does not want to use my gpu

I have msi afterburner open so i can see my gpu and cpu usage. My problem occurred after updating windows 10 to the creators update. When my computer was on the anniversary update, my gta v in both single player and online cpu usage was 60-70% and the gpu usage was 50-60% and 60fps everytime. Now after i updated to the stupid creators update my gta v uses 100% cpu everytime and only 30-40% gpu in both single player and online, producing low fps. In single player i would get about 40-50fps and in online i would get 25-30fps, which is unplayable. I never changed my graphics settings and even tried reinstalling the game. This is very frustrating because the game doesn't want to use my gpu for whatever reason and uses my cpu to the max instead. I would like to play this game as smoothly as possible and i don't know what to do. This doesn't happen to any other game and only GTA V.

My PC specs:
Intel Core i7 6700 3.4GHz
Nvidia Geforce GTX 1060 3GB (Latest driver updates according to Geforce Experience)
16GB DDR4 RAM
Windows 10 Pro 64-bit

According to task manager, very low usage on the desktop with nothing running (0-5%)
CPU usage in task manager when ONLY gta v is running is 20-40%, and afterburner in-game says gta v is using 100%
