been looking for a 1060 not sure what one of these is best?

Performance wise they should be equal and since both of them come from well known manufacturers, you should just choose the cheapest card.

Just get the EVGA because 280 is overpriced for a 1060. EVGA is a fine brand and actually the higher name brand in video cards. EVGA is one of the oldest nvidia authorized board partners.
