Address reservation is one of the methods used for a PC to have a static (unchanging) IP address, so essentially the answer to your question would be "yes". The PC still receives its address via DHCP, but it will always be assigned the same address from the router.

You could also manually assign the IP address on the PC itself, provided the IP address used is outside the DHCP range of the router.

As @BuddhaSkoota said, the effect is the same as a static IP address, but if you can take your computer to a friend's house and it will work since you can leave the PC in DHCP enabled mode. A true static IP address is changed on the device and no matter what network you connect it to the address is the same. That can be inconvenient
