PC Will Only Boot With One Ram Stick

So i just upgraded my gaming PC (new CPU, mobo, and ram) and have had some issues. The biggest one being that I can only boot with one ram stick, both sticks work and all the slots work as I have tested them separately. I tried updating my bios and I have tried the xmp mode and that didn't solve it. Just came here to see if anyone has some suggestions for me.

Mobo- MSI Tomahawk Artic H270
GPU- Gtx 1060 3gb
CPU- Intel 7600k
Ram Kingston Hyperx 8gb kit (2x4gb) 2133mhz
CPU Cooler- Hyper 212 Evo

Bios is updated, and I don't see how It could be the motherboard if all the slots work

Actually just ran into a problem... I tried one stick in 4th slot again by itself and no post...

So I just tried 3 and 4 alone and neither worked I tried 1 and 2 with both sticks in and it booted... I'm not sure if everything is functional yet as it's still booting but looks like the mobo manual was wrong lol-will update soon
