PSU will only power my components when 8pin CPU plug isn't connected to motherboard

Hey, I'm new to this forum and I'm also inexperienced in pc building. I have searched old threads to see if there was an answer to my problem, but I can't find a solution. I also don't know if this is the correct category put this in so sorry in advance!

I recently bought a new mobo, cpu, ram, psu, and ssd. I reassembled my parts, but the pc wouldn't start at all. I learned that it only starts when the 8pin connecter to the CPU wasn't plugged in. All the fans that were plugged into the motherboard worked fine including the gpu and CPU fans, but whenever I would plug in the CPU 8pin connector to the motherboard nothing would happen when I tried to power up. My new motherboard does have a debugger that shows that the processor isn't being detected, which makes sense since no power is going to the CPU.

I was wondering what you guys think, is this a dead processor, a damaged motherboard, or even both?

(I also used an older power supply to test it and it had the same result so i don't think it is a faulty psu)

Mobo: MSI B250 krait gaming atx motherboard
Ram:Kingston Fury 8gb (1x8) ddr4 2400
GPU:GTX 750
Storage: 1tb 7200rpm hdd& 240gb ssd

I recommend, you looking to see if there are any bent CPU pins in the CPU socket of your motherboard. BE VERY CAREFUL WHEN LOOKING. If there are no damaged CPU pins then I would have to say that its a dead chip. Answer back with updates and more questions.

Alright I looked at both the motherboard socket and the CPU. It doesn't look like there are any bent pins on the motherboard socket or the CPU. If there's anyway to post pictures I could do that.

At this point though it's fair to say it's a dead chip? can processors just come dead with no apparent physical issues?

They can come dead on arrival but it is extremely unlikely, it could just be a defective motherboard. Is the CPU cooler fully attached? Did you spread your thermal compound on the CPU well enough? I know when I first built my computer the CPU wouldn't be read if the cooler wasn't mounted properly. The only other piece of advice I would have to offer is to test the chip in a known good motherboard, or even a known good build.

I just dropped it off at a local PC repair shop that is pretty reputable. I would do testing myself, but I lack compatible spare parts/friends with compatible PC to test everything. I'll provide an update when everything ends up being repaired, so someone with a similar issue in the future can use this as a guide to save time/money/stress.
