The Asus z270f manual is confusing when trying to figure out which I/O pin goes where on the mobo...does anyone have a 400c? I dont know where each I/O pin goes and in what order.

I posted a detailed reply in your previous question/thread: http://www.tomshardware.com/answers/id-3477709/asus-z270f-corsair-400c-panel-connectors.html

I am reposting that reply here:

Your case should have the following basic front panel cables coming out of it :

The largest of the cables (at the rightmost in the above photo) is the USB3.0 (19-pin) cable, used to connect your case's 2x USB3.0 front panel I/O ports. This cable is connected on your motherboard's USB3.0 internal header (also a 19-pin header), labelled as "USB3_34", located just below the screw hole near the center of the photo of the motherboard shown below. This cable only goes in one way, so, check the orientation of the 19-pin socket against the 19-pin header so you won't break any pins.
ASUS-ROG-Strix-Z270E-15.JPG

The first 5 small cables in the photo of the cables above, i.e., the "POWER SW" (2-pin), the "RESET SW" (2-pin), the "-P LED" (1-pin), the "+P LED" (1-pin), and the "(+) (-) H.D.D. LED" (2-pin), will all be connected to your motherboard's Front Panel Header (a 17-pin header), which is lablled as "PANEL", located at the bottom-right corner of your motherboard (just beneath the bottom-right screw mounting hole as shown in the photo above).

This header is a group of pins (it's a 20-pin group but only with 17 actual pins), that looks like this:

[o][o][o][o][x][o][o][o][o][o]
[o][o][o][o][o][o][x][o][x][o]

* where: o = pins; x = no pin

The first 4 pins at the top row and the first 4 pins at the bottom row is where you will connect those front panel cables:

[o][o][o][o][x][o][o][o][o][o]
[o][o][o][o][o][o][x][o][x][o]

You will connect the:

+P LED, at the left | -P LED at the right --> [o][o] | [o][o] <-- PWR SW, (+) or (-) orientation does not matter
HDD LED, (+) at the left, (-) at the right --> [o][o] | [o][o] <-- RESET SW, (+) or (-) orientation does not matter

The middle-sized cable shown in the photo above, labelled "HD AUDIO" (9-pin), is used to connect your case's Audio/Mic Jacks. This cable is connected to your motherboard's HD Audio header, labelled as "AAFP", which is located near the bottom left corner of your board shown in the photo below. The cable only goes in one way, so, check the orientation of the 9-pin socket against the 9-pin header so you won't break any pins.

Okay so I plugged the cords in the right spot and nothing it doesn't boot. All I've been getting is the color from the rgb strip on the mobo itself. I unplugged the dvi from the gpu and plugged it into the mobo and still no picture. Could I have broke something? Idk?

All the I/O cables were already hanging down...i still have left over ports in my psu but i dont think that should matter...instead of using the 6+2 pcie cable that was labeled on my psu brick, i use the vga cable for that slot.

ok all good, plgu that vgau cable back in, and follow this what raison jhon said

all data from the ssd will be erased....

[o][o][o][o][x][o][o][o][o][o]
[o][o][o][o][o][o][x][o][x][o]

* where: o = pins; x = no pin

The first 4 pins at the top row and the first 4 pins at the bottom row is where you will connect those front panel cables:

[o][o][o][o][x][o][o][o][o][o]

should boot.

Just checked the photos in the link you posted, and that VGA cable you have installed is definitely not a Corsair cable. Ours will be either a 6+2 dual 6+2 configuration with PCIE on the short side of the connector. Different PSU's (even within the Corsair product line) can have different pinouts on the PSU side and are not cross compatible. Installing the wrong cable can have catastrophic issues. If you're not sure if you have the correct cables, I strongly recommend contacting our Technical Support staff.

I may have mixed the old psu cables with the new psu ones...if so, could that be why my computer won't boot up? When I turn the psu on the rgb on the motherboard turns on and goes through it's color wheel but nothing turns on or runs. I even plugged the DVI cable into the motherboard itself instead of the gpu and again, nothing appeared on my monitor.
