New EVGA 1070, constant frame stutters

Hello! So I recently received my EVGA GTX 1070 card yesterday and got it up and running. However, in my two main games that I play, being Black Desert Online and Overwatch, there has been a constant barrage of frame stutters that happen in both games. The FPS will keep bouncing between 120+ and 30 or less during the stutters, and I'm wondering what the heck could be the issue here. There is no issue of overheating or anything like that. Here are my specs:

Operating System: Windows 7 Home Premium 64 bit

CPU: AMD Ryzen 1700 @ 3.4 GHz

Motherboard: ASRock X370 Gaming K4

Graphics Card: EVGA GTX 1070 8GB DDR5

Drive: Samsung 850 EVO 250GB SSD

RAM: CORSAIR Vengeance 16GB (2 x 8GB)

Install MSI afterburner, set the OSD options, things like CPU and GPU utlizations, clock speeds, Perf limit etc. Some data of whats happening when it occurs will help troubleshoot the problem.

What card were you using before? It can be worth using DDU to remove old drivers, and download the newest from nvidia.com.

I have an extremely similar setup and also have these issues. Turning V-Sync off seems to help quite a bit, and use Geforce Experience/Nvidia.com to update your drivers. After I did that the problem went away for a good while. It's relatively hit or miss for me, and I imagine it's the same for you. Also, what's your RAM?

Ah thank you, forgot to add the RAM! Currently using CORSAIR Vengeance 16GB (2 x 8GB) RAM. And previously I was using an RX 480, and even though I am fairly sure I removed all of the previous drivers, I'll try using DDU to make 100% sure they're gone. I'll also download and check out Afterburner.

I'm on Windows 7 currently so I don't believe the first one applies to me, but I did just now disable SMT in the bios, and it seems to have helped a small bit. A bit of improvement! Anything else you recommend I try?
