Upgraded cpu and high disk usage and high temps

If this is happening on idle. I doubt it has anything to do with PSU.
You need to replace the cooler. The i5 TDP is at 84w and the old i3 was running at 54w... That CPU cooler is not rated to be used on that processor. I wouldn't use your system until you replace it with a better cooler rated for your CPU.

the cooler that came with your i3 CPU was only designed to be used with that CPU or lower. the cooler can't cope with the extra power the I5 has which is why the cooler is always running at full power

yeah, fans are running at 100% because it can't handle the heat load from the new CPU. Don't chance it and fry your CPU. Get the correct cooler.
