"High speed" internet, but terribly slow download

i reinstalled my windows 10 and after that i'm facing the problem that my download speed is terribly slow its 3 kbs...while browsing and video streaming speeds are fine..i've checked many websites to download files but the problem persists everywhere...i have to download visual studio 2-17.. its size is 38 Gb...and you know that its impossible with a downloading speed like 3kbs...please sir help me out...i'm in a great trouble...

yes sir... but i'm still facing the same problem... In fact everything seems to be fine but this makes me really upset..

You downloaded the newest LAN driver for your motherboard from the manufacturers website?

I recently reinstalled Windows 10 after getting my new GPU & SSD in which Win10 auto downloaded the LAN driver however after like a day or two of use the internet speed dropped dramatically. From there I went to the motherboard website and downloaded the newest driver. Once I did that I got my full speed back.

chipset vendor: intel
chipset model: Haswell-ULT
