First one, because a 1060 6GB is much better than a 1050 3GB, and won't restrict you on textures settings like the 1050 will. Also, 4GB RAM is not enough for gaming anymore. Even 8GB is getting dicey on some games.

That said, if you build yourself you could no doubt afford better parts overall.

Assuming that this PC is going to be used for gaming, I would choose number 1 without hesitation. It has a better clock speed, 2 HDMI ports for an additional monitor, twice the RAM capacity, and a newer and beefier GPU with twice as much VRAM. It even has more USB ports.
